For many young people, the path into work or education is fragmented and hard to navigate. The 4uvas project brings a new approach – combining early intervention, prevention and strong local partnerships to create lasting change.

NOKAbout the project
4uvas aims to reduce long-term exclusion among young people not in employment, education or training. At its core is a collaborative model where dedicated support workers guide each young person לאורך their journey.
They provide continuity, build trust and help coordinate services that are often disconnected. At the same time, the project strengthens cooperation between municipalities, public services and civil society.
The ambition is clear: more young people moving into work or education – and a system that works better for those who need it most. Over time, the model is designed to scale nationally and generate lasting social impact, including stronger democratic participation and trust.
What the Kavli Trust funding will support
Funding from the Kavli Trust will enable the rollout and scaling of the model across multiple municipalities. It will support:
- Recruitment and training of support workers
- Direct, relationship-based support for young people
- Development of long-term partnership structures
- Method development, documentation and scaling
The approach is built for long-term impact, with municipalities gradually taking ownership – ensuring sustainability and strong socio-economic returns.
